Preparation steps

Heat the oil in a pan and cook the carrot and spring onions for a few minutes until softened, but now browned.

Add the garlic and cumin and cook for 1 minute.

Add the water and tomatoes and bring to a boil. Reduce the heat, add the pepper and simmer for 5 minutes. Add the fish and simmer for a further 5 minutes. Season to taste with salt and pepper.
4.
Ladle into serving bowls and garnish with spring onions and basil.
