For the vegetables, rinse and trim the bell pepper, zucchini, fennel and carrot, and cut into bite-sized pieces. Peel and dice the onion finely. Rinse the chile pepper, cut lengthwise, remove the seeds and ribs, and finely chop.

Heat sesame oil in a wok and fry the vegetables in it. Pour in a little vegetable broth and braise for about 5 minutes.

Heat sesame oil in a pan and fry the marinated in it. Drain the fried seitan on kitchen paper.

Season the vegetables to taste with fish sauce, sugar, salt, pepper and chile powder, and serve on plates. Top with fried seitan and serve hot.
