Melt butter in a saucepan and sauté the rice. Add water and salt and cover. Cook rice for about 20 to 30 minutes until all liquid has been absorbed.

Rinse pepper, dry, halve and remove seeds and ribs. Cut into small cubes. Cut onion into a fine dice. Rinse scallions and cut in half lengthwise. Cut scallion strips into 0.5 cm (approximately 1/4 inch) pieces. Sauté pepper, onion and scallions in 1 tablespoon vegetable oil. Add broth and simmer about five minutes. Peel and core mango. Cut into pieces. Rinse raisins. Remove vegetables from pan and add to fruit. Sauté rice in pan in remaining oil. Divide vegetables between bowls, fill with rice and top with remaining vegetables. Serve hot with choice of fruit or vegetable garnish.
