Peel carrots and quarter lengthwise. Peel potatoes and cut into wedges. Peel onions and cut into 2 cm (approximately 3/4 inch) cubes. Rinse sardines and pat dry.

Peel garlic and chop coarsely, crush in a mortar finely. Add oil, cumin powder, coriander powder and lemon juice, season with salt and pepper, mix well. Spread sardines inside and out with 1/4 of spice paste. Add 1/2 of remining paste to onions, mix well. Combine remaining paste with carrots and potatoes, mix well. Arrange fish and vegetables in a tajine pan and bake, covered, in preheated oven at 180°C (approximately 350°F) for about 30 minutes. Open and bake for 10 more minutes.

Remove from oven and serve with couscous, if desired.
