1.
Rinse the potatoes, and boil in salted water with the caraway seed for 20 minutes, until soft.

Rinse, trim, and slice the scallions.

Heat the butter and oil in a pan. Drain the potatoes, let dry slightly, and add to the pan. Cook for 5 minutes, until golden brown. Mix in the scallions and capers, season to taste with salt and pepper, and sauté for 1-2 minutes.

Preheat the broiler.

Shred or slice the cheese, spread over the potatoes, and let melt under the broiler for 2-3 minutes.

Garnish with the parsley, and serve.
