Preparation steps

1.

Rinse potatoes and place in a steamer. Steam until al dente, then let steam evaporate briefly and peel. Rinse, trim and blanch beans in salted, boiling water, about 3 minutes. Drain, rinse and drain well. Rinse and spin cilantro dry, then coarsely chop. Rinse chiles.
